The assault on the broken shore scenario is broken from both the alliance and horde sides. 2024
As alliance: You get to start the Krosus fight, but when Krosus goes over to the horde area, Sylvannas gives some text dialogue but is not there to fight the boss. Quite a long time goes by and nothing ever happens. Krosus stays at the horde area making it impossible for any melee toons to get through the scenario.
As Horde: You get to where Voljin is supposed to make a way for the group to get to Tirion to start the Krosus fight, but he and every other NPC just stands there and does nothing. From horde, you cannot get past the scenario at all.

Can confirm bug for Horde. Just tried the event on a Horde character., Baine is stuck in building and Vol’jin, Sylvanas, Thrall are stuck doing nothing when bridge should spawn.

Update: Just ran the scenario on a Horde toon. It seems that the last reset fixed the issue. Both Alliance and Horde can complete scenario.
Still stuck alliance side.

Krosus is still out. of reach 4/20/24…bug has NOT been fixed!
Still stuck on stage 7 horde side. Tried abandoning and reselecting Legion as the timeline and I did not fix the issue.
This has bugged for me a few times and I eventually got it to work, from what I’ve noticed it’s an alliance/horde-based scenario. There has to be one player on each side throughout the entire scenario. So, if there isn’t a player on the opposing faction it will normally stop at stage 7 find Tirion due to both factions have to meet in the middle and fight the boss together but if one of the factions doesn’t have a player they won’t push past the beach. if all players leave on one of the factions mid-way it stops and won’t allow you to continue which sucks. basically, when you get off the ship look over to the other faction’s side and if you don’t see them leave the beach or engage their commander when all the demons are dead and pilons destroyed they don’t have any players leave and retry until you find a scenario with a player on the other side. I may be wrong, but I tested this a few times and it seemed to have worked on all my players. hope this helps and sorry for my spelling. PS if this is the case blizzard can easily fix this by implementing the AI player system in dragon isle dungeon into this scenario.

Still stuck at Krosus doing nothing for Alliance as of 6/3/24. Blizzard please fix!!!
Alright, this seems to be an issue for most of us here and I recently wanted to do something with Class Hall so I took a look. Couldn’t find an answer so I tried doing the Assault, which gets stuck because either Alliance have no Horde or vice versa. This issue means the leaders can’t meet at the middle and push towards the event with Guldan and Tyrion.
SO - What you can do, is take the portal to Dalaran (Legion) (What portal bro? Azuna In Org or SW from here FLY DIRECTLY TO DALARAN) - from there you will go to the coffee shop / inn. Here, you will go into your bag, find the Dalaran Hearth Stone (Charges 1) THROW IT AWAY. It will Say “hey you gonna lose some quests attached to this item” - It’s all broken so who cares.
Now, if you throw it away, set hearth to the inn. What should happen after a about 1 or 2 mins is it will proc your Class Quest. The guy who appears and follows you.
I figured this out after about an hour + just running around trying to figure out what was wrong. If you want to thank me, tell somebody who is also stuck.

If you have the patience and want to try you can finish the scenario if you have any ranged attack. I just finished on a lvl59 Shaman.
If you go to the edge of the pool he might be in range (if not then sorry). Just spam him while reacting to attacks. Slam won’t be able to affect you, you can survive or dodge felstorm, and you absolutely must run when you see his orb cast start.
After a bit he will reset to the attack point and the allies will cut off another chunk before he resets back to opposite faction side.
This was the hardest part because after facing the spawns on your side the spawns he casts on the other side will come for you. This is made more frustrating by the fact that your allies will not help at all when Krosus is on the other side.
You res instantly near the battle but the armor damage does apply.
Took about 20-30 minutes. Scenario did continue afterwards.
