There are tons of incentive to do other content. But it depends on your values.
His values seem to he clearly getting better gear. He seems to want mythic level gear without doing mythic. Also seems confirmed with his gatekeeping comments.

Lower difficulty content is actually worthwhile with Titanforging. I can see why some people may dislike that.
If titanforging is not a thing (what we have now) lower difficulty content becomes useless very fast. So like OP said, you clear the heroic raid, do ten 15s and then log. If you’re okay with that, cool.
I do want mythic level gear without doing mythics , possible indeed.
There were some like that sure but by far the majority were not concerned with what you have. I couldnt care less what you have. I care what effects me and my friends. Which forging did. massively!
There are ways that it could come back without the negative effects but people seem to not want to talk about them for some reason

Titanforging affects us all. So that matters to me. Titanforging is an unhealthy system.
This is the first and only thread I’ve seen on Titanforging in a long time, but you’re right, the last thread where someone asked about bringing Titanforging back I also said that it was a horrible system that shouldn’t return…

To be completely fair to Blizzard. It was not a horrible system in the way they designed it. The idea of being able to do some content and get an optional bonus upgrade to it was always nice, it meant that the item lasted a bit longer than it normally would and that maybe you’d be able to bring it with you into the next tier of content if it was a decent enough piece. Honestly it gave me flashbacks to Naxx 40 and players who got T3 being able to take that through most of TBC content and through Karazhan before they had to replace it with T5 gear.
But like many things in this game, players abused the system, changing the optics from a nice reward to something mandatory. Now if you wanted to progress through certain tiers you absolutely needed X item from a raid that was titanforged to a certain ilvl, which forced players to burn themselves out on content that they would have, in a pre-titanforged environment, already moved on from.
So I’m glad it’s gone. 100% and I hope it never returns.
This game had more players and more replay ability than any mmorpg when MAX TITANFORGING was a thing.

Okay? The burnout that is currently affecting players is not related to gearing. Whether Titanforging existed or not wouldn’t really change anything, since if the forums are to be believed, most of the burnout is coming from poor narrative decisions and the systems that are in the game that are heavily grind focused.
People really need to stop looking at the MAUs and acting like people are leaving WoW in droves, it shows a clear misunderstanding on how MAUs work, especially the MAUs for Blizzard Entertainment.
