Reforging is a terrible concept in the first place. Fixed stats on any item is a bad idea and reforging just doubles down on that bad idea.
Make every item have certain stock base stats, like stam or int. Put on a couple of sockets and let people fill in whatever they want. Done, no need for any complicated systems.
