There are plenty of people in our society who would do some depraved stuff if the law didn’t exist. When law and order do exist, they’re able to be perfectly civilized and act just as any other person would.
Heck, we live in a society where a large number of people are only good because they fear divine judgment. Should I stop interacting with every single person who is religious? This approach spirals out of control quickly.
Very, very few people are actually “good by nature”. To function in society, you often have to play ball with people who are only “artificially good”. As long as society remains intact, this approach to life is perfectly fine.
