Haven’t had to do it for the last three expansions?

You didn’t get an entire normal raid ilvl set immediate into the expansion just by doing quests either.

For now, we have covenant gear. When 9.2 comes, I think we would get the “Benthic” equivalent, then 9.3 the better BOA version, just like in other expacs. As much as I love my covenant gear, it is not an “instant” catch-up as Benthic, because they are locked behind covenant campaign.
Nothing screams “logical progression” like World Quest gear being able to compete with Mythic raid loot. Like everyone else is saying, Covenant gear is there.

Upgrading beyond rank 7 would be fantastic … thus it will never happen.
Tanaan jungle gear upgradeable past normal raid.
Legion gear was just easier to acquire in general and frequently titanforged to high levels.
BfA had benthic gear upgradable to heroic raid AND conquest gear to the same, AND heroic warfronts did as well
Never had to raid.
Only a Sith deals in absolutes.
