Bring back 1.13 for Classic Era servers

Bring back 1.13 server and client for Classic Era to insulate us from the bleed over that tends to happen with Seaonal servers.

No changes. Back to 1.12 500 pop cap servers with no boons and debuff cap. No changes u keep ruining the game by asking for changes.

1.13 does not include any of the modern Era / anniversary changes or Chronoboon (this is the entire point)
