If you are working on this mount it took me 135 kills, the one person I met who earned it claimed it took them over 350 kills. This seems to have a real low drop rate, I’m guessing 1% or worse. I did the bulk of my farming killing him on other servers joining custom “cobalt” rep farming groups. Lately, I’ve seen more and more people just sitting in the cave where he spawns 
I make it a habit to fly around the circle where he patrols, I can’t count how many times I’ve killed him only to discover there was someone dutifully sitting at the cave entrance oblivious that Breezebiter was flying around behind them. So I did what anyone kind person would do, I killed Breezebiter so that he would spawn in the cave in the next 1-2 hours so that my fellow players wouldn’t be wasting all of their time. To anyone who is determined to sit there you really should fly around and make sure he isn’t out flying around BEFORE you waste hours sitting in the cave. Also silver dragon and rare scanner will not alert you to his presence because he is not elite. I spammed this macro to find him:

It isn’t particularly elegant but it works. The sound lets me know he is alive and that I flew by him, the skull helped me find him. His patrol is clockwise I always flew 2 circles counter clockwise spamming that macro. If you server hop you can still get quite a few kills in a very short amount of time, if you are sitting in the cave you are stuck (limited) with the spawn timer which is pretty long. This mount will get progressively harder to farm hopping servers as fewer and fewer people will post cobalt farming groups when they no longer need the rep for gear/crafting/mogs. Now if only they could do this for a lot more rares like soundless in the past…
Yes, they should really increase the drop rate, I would say is way below 1%. I am probably one of the most lucky out there since I got it on my third kill! But occasionally I help a friend finding it and killing it.

107 kills and no mount. RNG is broken. Drop chance less than 1% for sure!
RNG is beyond broken especially when they do RNG within RNG (random spawn timer, random chance to drop) or the beyond toxic RNG within RNG within RNG (random spawn timer, random spawn location, random chance to drop)
I’ve reported this rare in PTR and added feedback for 10.1
However, I doubt Devs will address this soon, its really difficult to reach Devs regarding rewards and it feels like they just design time sinks.
This is one of those dopamine grab mounts. Don’t waste your time.
I also forgot to add this one makes it bad because it’s not a silver rare the scanners addons don’t really work.
the one i use does trigger on him i use silver dragon the only thing i hate is the range it triggers if i am at the soup pot i will see when a rars spawn out near camp anton
Funny i use silver dragon and rare scanner. He can usually be right on me and not trigger it. I had it go once or twice. Also had it go after he died several times. Nothing reliable though as I have afk camped him for over 6 hours with no alert.
