Can someone explain to me why havoc dh was taken off the list for breaking the meta runs? we arent even apart of the meta ya clueless blizz devs.

Because despite not performing well in any content compared to most other classes and specs, it is still one of the most popular (therefore represented) specs.
That might be a contributing factor to why the class hasn’t seen any notable changes for so long; because despite everything a lot of people still play it.

While it is INCREDIBLY insane that havoc is not included because how they decide “meta” specs, it’s worth noting that blizz devs are not responsible for deciding break the meta (at least past spec design/tuning). BTM is done by RIO, which is not blizzard.
As for why havoc isnt included, they look at all keys above a 5 and sort by popularity of each spec per role, then pick the bottom half of each role’s specs as the base list. They claim to then make considerations, but I fail to see on what other than aug and any classes (shaman this season) that dont have a spec in the bottom 50%. It seems like more considerations would at least make things like MM eligible if they are going to have surv eligible, but I guess not.
