Someone in the EU realms had the same issue. But I tried on several characters to do the Tiragarde Sound horde assault and the main quest never appears. Was able to do world quests on multiple characters but can’t start the actual assault quest, so can’t finish the achievement for decor.

I am having the same issue today. Trying to finish an already ridiculous meta achievement for decor and after waiting DAYS for this assault, the LAST one I need, none of my horde characters have the quest pop up (the one that pops up when you enter the zone which you would then turn into Ransa) - had it pop up on alliance, but it’s a whole different set of achievements. If you are gonna tie decor to something as ridiculous as this, at least make sure it works, Blizzard.
Disabled all addons etc, tried on multiple characters, relogged, re-entered zone multiple times etc.

this happened to me also, multiple characters, including my main who I know for a fact did all pre-requisites
