I know most of you will have passed this one already, but I’m 15% of the way into it, and have forgotten how and when it occurs. Do the Nerubians just show up? I did look at Wowhead, but there’s no mention of the mechanics of it.

They used void portals to get into Dalaran. They were ordered to capture as much of dalarans residents as they could and bring them back to Azj-kahet thats why you see them inside shops and homes.
