Wow until WOTLK was the most perfect game ever made, albeit with issues. Just do a giant reboot (like fresh) but actually tell people the plan. The plan can literally be "after we get through WOTLK, we will be polling everything and creating new like OSRS did. "
Most people I know that have quit are gone because RMT and botting are so bad. Invest in this, and add QOL updates such as Dual Spec, Barbershop, LFG. Minor additions have been good and dont pull from the game. However whatever retail is, stay away from that for sure.
