0/1 “Ask Shae’lune about the stones”
I’ve watched a video, and for me, she just won’t pop up the quest option in her dialog.
I’ve tried:
EDIT / SOLUTION: Multiple affected people have fixed this by race-changing from undead. I race changed to Orc and it fixed it for me.

Thanks, glad to know I’m not alone. Hopefully someone knows of a fix or something.
Likewise, I’m having the same problem. Relogged, dropped the quest, etc… no luck. 3 Locks having the same problem, I wonder if it’s one of our addons, or if it’s a Warlock issue specifically.

** Doesn’t appear to be addon related. I turned off all addons, abandoned the quest, logged out, logged back in, took the quest from Voss, still get the same result.

I am getting the same bug. I did the Terror in Haven WQ when I noticed it was queuing up right next to her thinking that was the issue. It was not, I have not figured out what could be causing this yet. Put in a bug report for it as well.

My guy is actually a rogue - this is just whose selected in the forums - but good observation nonetheless. Thanks for the info.
Hey guys. Notice how all of us having this problem happen to be undead and the NPC has a thing against undead
Edit: Screw this, I’m faction changing while its on sale. I was getting tired of undead anyway
My rogue is undead. You might be onto something.
Can confirm. After race changing from undead the quest is no longer bugged for me
I race changed from Undead as well - and can also confirm it fixed it.
It’s been fixed, I was just able to interact with her.
Update: It fixed itself? No race change here… Just logged back in and I was able to do it.
/sleep and then an interact button pops up
I am unable to click the glittering seed to release the first spirit. I’m night elf. Logging out and back in to see if that helps.
oof… I tried the /sleep and still nothing … until I stood in just the right spot
lol and now I can’t race change back because it’s “on cooldown” - but they wait til after you buy it to tell you this.
Thank you, Sulmasol. It works as you say. Players must sleep to release the fourth seed. Then meet Lilian to complete Bound to You quest. Blizzard doesn’t make some of its own quests very clear and some players end up thinking its a bug. Thanks again, Sulmasol. Happy weekend! 
Stand closer to the stone, it will show you a button with a vial on it. Then you click the button and pour water on the stone.
Look for the “extra action button” when you stand near the little stones that are sparkling
