Yes they do or they would remove the 40yd radius, always on AoE spell from the game. There is no reason to keep a spell like that when all it does is promote botting.

I reported a large group of botters two weeks ago. It took two days
before they were gone and a thank you from Blizz was in the mailbox.

The question about Does Blizzard support this behavior was a rhetorical questions. you don’t need to answer that.
When there are 15-20 moon druids all from the same server, all named Scxhh or some variation thereof, all in a guild named rtbsdwsecv or some variation thereof, all spamming starfire or whatever that spell in while running in a figure 8, it leads me to believe that this is most definitely botting. I’ve reported it several times. My guildmates have reported it. And yet, I am currently standing here watching it continue. Makes questing a little more difficult when you can’t actually attack any mobs due to botters.
They still affect the economy…
