Both of the questlines “Wisdom of the Council” artifact quest & the “The Kirin Tor of Dalaran” reputation quest turn in location in The Violet Citadel turn in location is bugged. I’ve tried troubleshooting every way I could think of for both of these, including completing and prior or future questline that might be interring with phases and spawn locations.

There are tons of reports of npcs not being visible in Legion Dalaran since TWW went live.
After completing the Harbinger portion of the TWW intro, I opted to take the skip from Thrall in Silithus for my lvl 70 shadow priest (the third character I have taken into TWW zones), I could see quest markers for Warmage Silva in Legion Dalaran, but he was still phased out.
I thought interacting with Brann Bronzebeard and the zone-selection map (where the skip places you) would be sufficient to get Warmage Silva back, but nope.
Only after flying to the location of the ruins of Dalaran on Isle of Dorn, east of Dhar Oztan and fair distance west of Dornogal, and doing the quest chain that starts there with Thrall and Jaina, and then completing the quest chain through to Councilward Merrix in Dornogal was I finally able to see Warmage Silva again in Legion Dalaran.

Ditto here. Wisdom of the Council is broken because Archmage Karlain is hidden underground. The quest starting the chain ((for me) Marksmanship: The Twisted Twin) was also a problem. He was missing from the usual location with other mages on the ground floor. I had to fly up to the room in the tower to start the quest. He is still up in the tower, but you can’t interact with him to complete the “Wisdom of the Council” quest.

My husband and I were trying to finish the quest line together to gain our class mounts and this quest is a requirement. I was able to turn the quest in, and he experienced this bug where the NPC is ‘missing’ or fallen through the floor or whatever has happened. The quest tracker shows him as below the floor and behind a wall…so he cannot progress and cannot gain his class mount until this is fixed.
We’ve submitted a bug report and have found forum posts about this bug almost a month old…but have heard nothing about it actually being FIXED. Cannot seem to submit an actual ticket on things like this anymore, which is frustrating at best.
Would love to see a blue post acknowledging that something’s actually being done. If fixing the bug is something that will take extended effort on the dev’s part…a brief work around could be that this quest be removed from requirements to earn the class specific mounts.

After playing around with some things, I finally figured out how to progress. Create a new toon on a trial account. Group up with your new lowby, party sync. This lets you go to Dornogal and talk to Brann again and accept the quest “Adventuring in Khaz Algar” again. Select a zone on the map and complete the quest. Once you do that, head back to Legion Dalaran and he should be present for you.
Confirmed this worked for me on today 11/1/24. I did the beginning area of TWW and once I got to Dornagal and accepted the quest “Adventuring in Khaz Algar”, I was able to go back to legion Dalaran and Archmage Karlain showed up next to Kadgar in the lower floor of the Violet Citadel with the rest of the council to turn in the quest The Wisdom of the Council.
