Just make sure you don't start in the expansions; Morrowind or Summerset.
Play through the base game in order to make the most sense out of the story.

Can you be more specific? I’m downloading it now, never played before, but I picked up the base game which comes with Morrowind.
Now after a create a toon, will I start in Morrowind area? If so, how do I get to the mainland? Do I walk it, there’s a portal? NPC I talk to? How do I start the basic story quest?

After you launch your toon, you will be ported to the tutorial area. After that, just follow along.
Forget the hooded figure for now... you will be led to the appropriate area once you're out of the tutorial. :)
