Boralus portal from Silithus

I did the intro quest to get the heart and now I’m stuck in Silithus unless I hearth. Is this a bug?

Did you do the BfA intro to unlock the portal room?

Yes, I can use the portal to get to Silithus, but the portal in Magni’s camp is not there. I can watch everyone else use it, but it’s invisible to me.
