Boosted characters do not get the quest to go see Magni, from what I can see. However, you should still be able to take the portal to Silithus in Boralus (it should be open now, by default) and talk to Magni there. The breadcrumb to Silithus doesn’t seen to be active any longer for boosts (for some odd reason), but the quest should still be there when you arrive. He’ll lead you into the Heart Chamber and you should get the little cinematic and “save the heart chamber” click-activity as normal. And then you’ll get the HoA.
At least, this is what I had to do on my two most recent boosted characters.

I also have this issue. I’m trying to unlock Mechagnomes (satisfied the requirement on Horde) So I thought I would boost an ally and grab them real quickly.
Come to find out I need to unlock Mechagon first. “That’s fine”, I thought and proceeded to do all the quests to Najatar and such. Then I got to the point where I needed to infuse the Heart of Azeroth with a key item. But I never had the quest to get the HoA sooooooo I looked everywhere and couldn’t find it at all. Now I’m stuck wishing I hadn’t paid extra on the Expac for the character boost. I should have just faction swapped my Horde character instead.

Having the same issue on my boosted character(Boosted it two days ago)
This is the first time I’ve had this issue while leveling characters for Shadowlands.
No “A Dying World!” Pop up. Progressed the cloak quest as far as I could without HoA.
Stumped. Hope I can get them both before Slands, if not oh well.
Characters reputations didn’t get boosted either for BFA.
Not cool.

I am also experiencing this bug. My boosted hunter started in the tutorial, on an airship in Icecrown. After completing this, I was not offered the quest “A Dying World” by Magni, and I’ve since managed to pass the Nazjatar intro and gain my first essence without having access to the Heart Forge, as I do not own the necklace.

Same issue here on two alts. Boosted a pair of Ranged DPS to 50 to figure out which I’d prefer to level next week and I can’t start the quest for HoA. Submitted a ticket and screenshots, all to no avail.

Same here. Boosted a Tauren druid and didn’t get the HoA. It’s not in my bags, I’m not wearing it. I can get essences but the azerite power is wasted afaik.

I also have the same issue. I boosted the paladin yesterday, never received the quest, i even attempted to push through Naz for the ilvl boost but even then i cant progress through that quest chain unless i have the HoA
