Out of curiosity, are the boosts/carries that are sold for gold (and not real-world currency) against the ToS? I’m sure there is a stigma against their services regardless, but I’m just curious about where they fall in the ToS and rules of the game.

If it’s an individual or guild selling a service for gold, that’s OK. If it’s an “organized business” (i.e., they have a web-site presence or also take real-money transactions in addition to gold), that’s against ToS and bannable (for buyer and seller).
No, they are perfectly fine. You are NOT allowed to advertise them in the group finder though (the ones you see pop up there are always RMTs anyway though, which is not allowed at all).
Aside from advertising restrictions, there are no rules currently prohibiting carries paid for with gold.
