Brief summary: Boosted a character on an account that hadn’t done any 10.1 content and it skipped the intro Zaralek Caverns quests, leaving me without the ability to do world quests and events in Zaralek Caverns. I had to do the intro questline on a different character to unlock them.
Detailed summary:
I had been absent for most of Dragonflight and hadn’t touched the 10.1 or 10.2 content. I used one of the new 70 boosts and launched straight into the 10.1 storyline. After completing the Forbidden Reach I did not have any breadcrumbs into Zaralek Caverns (I looked in both Forbidden Reach and Valdrakken), but I noticed that there was already a campaign quest available on my map inside Loamm (I’m not sure which one unfortunately, but I think it was the one directly after the intro questline). I flew down and continued the questline all the way through.
When I finished I was at 19 renown with Loamm Niffen but unable to progress further because I wasn’t seeing any world quests or events on my map in Zaralek Caverns.
I logged into one of my other level 70s who hadn’t been boosted and discovered that the boost had skipped the entire intro questline where you initially enter Zaralek Caverns, meet the Loamm Niffen, and unlock the world quests. When I completed that questline on my second character, everything was unlocked on the character that I had boosted and I could proceed as normal.
Just wanted to call this to your attention since it was confusing and does not seem to be working as intended.
You might want to post on the Quests forums. Sorry to say, but the devs don’t really come here (CS forums) for player feedback. Posting there (Quest Forums) will probably garner more attention to the problem.
I would suggest bug report forum, however the support article for the 70 boost does not mention world quests, only access to the caverns. But if you had to open it on an alt, bugs would still be the recommended forum to move this to.

Dragon Isles Adventure Mode
Guardians of the Dream campaign available to start
Dragon Isles map and all flight points
Access to Zaralek Caverns
Four basic Dragonriding mounts and the Winding Slitherdrake
20 Renown Levels for the four initial Major Factions, and 12 Renown Levels for Niffen

Being as you already got access to the caverns, I feel this should not be necessary, but someone who may not have boosted and googles why they can not find the quest might need this information.
Same here, unsure of what to do. Boosted this mage and finished entire neltharion campaign and the other campaigns, have the quest that unlocks world quests completed and still can’t see world quests in the caverns. World quests are unlocked every other zone
Do you have an unboosted max level character on your account that you can do the Zaralek Cavern intro quests on? That worked for me since the WQ unlock is account-wide.
You can use the dialogue options to skip through the Forbidden Reach quests and get it done pretty quickly. The one caveat is that for some reason I had to go back to the Forbidden Reach to pick up the Zaralek Cavern breadcrumb quest after skipping the Forbidden Reach quests, even though it looked like I should be able to pick it up in Valdrakken.
