Do these talents also increase threat from Demoralizing Shout and Battle Shout? I’ve noticed higher ranks of those shouts increase in threat but is it from their debuff/buff amount? And do these talents increase their threat?
No, the talents do not increase the threat.

Can anyone tell me what addon was used to get that proper measurement of threat for Demoralizing Shout and Battle Shout? Just so I can try and see if it does or not.
Pretty sure it was just done manually not by addon originally.
You cast a certain number of shouts then see how much white dmg you need to pull a random trash mob, since it is not rng you can test pretty easy with just 2 people.
Easiest way to test would be to get 1 person who doesnt have all his talents spent go build up to 100 rage on a mob then pull the next one and just shout a few times, next person starts white hitting it, mark dmg when pulled, put points into demo/battle shout and repeat. No need to trust any addon, just use the combat log.
Originally, yes. However, when Classic launched they allowed addons to use the threat API to get accurate numbers. Later they patched the API to remove that. So, for a while, we had access to the accurate threat values. People used those to confirm the measured ones.
