what boa staff do i use for my frost mage grand staff of jordan or dignified headmasters charge staff ?

Six of one, half dozen of the other. Jordan used to be the PvP option if you were doing low level BGs because it had Resilience (no longer used), but nowadays the difference is minimal. Comes down to Crit vs Haste, which isn’t going to matter a whole lot while leveling.
I use Headmaster’s for my caster alts only because that’s the one I’ve invested all the upgrades into. My advice, pick the one you think looks the best.
