how do i get it, is it just being in the city or do I need to be in an inn
If you are talking about Rested state (blue on xp bar), the capital cities I believe are entirely set as rested zones so you slowly gain rested xp while in the city or logging out while anywhere inside one of the capital cities will give you rested. For the small towns/outposts you must log out of the game inside an Inn. When you are in a “Rested” zone a series of zzzzzz will appear on your character portrait.

Rested XP:
You get only 3 bars each 24 hours. The maximum is 30 bars (1.5 levels), which takes 10 days. It’s slow.
But it’s valuable. I did some comparisons and I got roughly 3 times the XP for each kill if I was rested. For example my mage was killing 30-31 turtles and getting more than 600 xp for each kill. When I ran out of rested, I was getting 185 xp for each kill.
Rested EXP doubles your EXP gain from mobs only (not quest completion, etc). There’s something else going on if you saw a drop from 600 to 185, such as you leveling or a different group composition.
I think I remember hearing that gaining rested in a city is slower than logging off in an inn…
Can someone confirm or correct this?
iirc the cap cities gain rested faster than inns. Dunno if its true or not, just what i recall reading most frequently

When in rested place if you log off its instant. When not in a rested place its a 30 second timer!
If you log out for long enough in an unrested place, you do accumulate rested xp, just at a greatly reduced rate. I’ve noticed this on my characters because I’ve set up their UIs after creation and forgot about them for a long time, only to log in and see that they have a tiny bit of rested xp to spend.
2 weeks for 2 levels of rested xp if I remember correctly
