They want to keep you interested but make no promises all while avoiding questions and concerns at all costs and revoking press passes to anyone that posses a threat. Their supervisor probably tells them this “give them something that gives them hope but no promises, just make sure you keep as many subs as possible and mute anyone that may cause an uproar.”
