Being born with silver eyes will do that to you.
Blizzard 100% intends to give helf customization to the horde, that’s why they didn’t reveal it so people would buy shadowlands and be unable to get a refund.
That being said they may back pedal on it once they realize that the already 20% of the playerbase left on alliance will just switch factions to be high elves.
Why would I switch factions to be a High Elf on the Horde, when I am already one on the Alliance? Your logic confounds me.

I think VE’s qualify as Thalassian thus entitling them to the use of the term High Elf.
Like Spanish Princess’s were entitled to use the title Infanta and Archduchess of Austria as members of the Habsburg dynasty.
Though I am glad I cannot be described as a void goat for any intense and purposes

Horde want high elves too.
They certainly had some… unique genetic anomalies!
Also, I have wanted the return of Blue eyes for Blood Elves since BC. It feels close!
