I thought blizzard had stated the rep requirements for transmog would depend on one character and not all of them after 8.1? Is this not a thing still?

Yes, rep requirements no longer apply to items in your appearance collection. Once you’ve bought the item, and can no longer sell it back to a vendor for a full refund, it will be added account-wide regardless of rep.

So that’s it I gotta wait on the sellback timer. HUGE thanks I was getting so pissed =P

Nah, you don’t have to wait. Just right click -> add to favorite the item in your appearance collection and it removes the timer.
