For a few months prior to the prepatch I have been farming blood of sargeras to sell legion crafts on AH. I typically get 2-3 Bloodhunter’s Quarry per hour on each toon without any difficulty. Since the prepatch, I have changed nothing about my farming patterns but am receiving no Bloodhunter’s Quarry despite killing hundreds of mobs. Is there a bug or have I just been terribly unlucky?

Seems to be happening to all of the Legion Shoulder enchants (zookeeper, scavenging, etc).
And on a related note, they can no longer be applied to BFA level shoulders for some dumb reason.
