I get it to work by casting wrath.
Maybe it works on abilities that all specs of your class share?
My testing lasted for like 5 minutes so I could be wrong. But i definititely got the damage and healing to apply on regular mobs
note OP mentioned it not working in SOD, which is different than Korthia. I just wanted to add my experience

Have tried switching soul binds, enchants, weapons, dom pieces, engineering explosives, and literally nothing will make it proc except switching talents from demonās blade and using demonās bite, or using chaos nova(which applies, but only works half the time even though itās applied and showing up as a buff). All places are affected for me. Doesnāt work properly in sanctum, or maw, or korthia, or torghast.
Unholy set does proc, but in almost every raid fight iām getting maybe 1 full stack and several times my stacks actually fall off around 2-3 stacks. I also have decently high haste so itās not just a haste issue.
Still have yet to get the shoulders for frost, but my assumption is it probably isnāt working properly either and have assumed that itās not the ability it self, but something with our characters isnāt working properly, which begs me to ask what else isnāt working that maybe i just never noticed lmao. Maybe iām really supposed to be doing 3k more dps or something lmao
Also having the same issue, as mentioned above only certain spells are triggering the effect. This is shocking that there is no fix yet and no response that it is being worked on as the dom sockets are a massive selling point of this patch.
Did some testing on mobs in Korthia. This list should still hold true in raid. Did not test pvp talents.

When the resource spenders are replaced by their talents (Fracture/Demon Blades), Blood Link does not proc. Bulk Extraction and Fel Eruption are the only talent damaging abilities that for some reason proc the dot as no other talent applies the dot.
Basically vengās only option to apply Blood link is Fiery Brand, and Havoc has a few more options. Using the demonic build, they can use Demonās bite or any stun. With the momentum build, havoc can use essence break (20 sec CD) or any stun.
Can confirm still does not work on frost mage outside of fire blast and arcane explosion (sometimes doesnt always proc it on arcane explosion).
interesting. just switched tonight and dps seemed a little low at just over 7k in heroic painsmith on a 226 hunter weapon as a bm venthyr with 4 252s on gems galore, all sorts of food and flasks, runes and more. garbage! left raid as top dps after demanding a damage meter reset post painsmithā¦
