I have completed Dragonsprings Drop and yet still cannot set the blocked Net near Forkriver crossing. Previously today I completed several quests AND set both nets in Ruby Life Pools. Today was my first time in Forkriver Crossing.
“Dragonsprings Drop” is not the quest to unlock the second net.
“Predator Control” from the same NPC is.
