I’ve ran 27 theater of pain ranging from 6-10. I’ve looted all 3 of the other rings for a total of 9, and have yet to see this drop. Is the drop rate that low?
I feel like I ran Floodgate that many times before my pacemaker dropped. ToP has a big loot table.
There are 13 available items for Resto Shaman from Theatre of Pain.
The odds of getting an item is 2/5, then 1/13 for the correct one. So 0.0308
The odds of having 1 or more successes over 27 attempts is 57%, so little more than a coin toss at this point.
You’ll have better luck running as Enhance loot spec, as they only have 9 items total opposed to Resto’s 13.

In general it’s worth checking what loot spec has the least items from a given dungeon, as long as it still offers the one you want. Obviously if you’re after a wider range of items it might not work out so well, but if it’s just the one you’re looking for…
Also statistics are a fickle mistress, nothing about your previous 27 drops has any baring or impact on your 28th. And while seeing the other items so frequently is odd, it’s not statistically improbable.
With infinite population size, you can technically have someone that never receives loot in any dungeon themselves. (Wonder if there’s already such a person.)
Game could skew to forcibly break someone’s unlucky streak to mitigate it I suppose, but what if everyone of the five is on an unlucky streak?
Priory: 25 runs for Signet of the Priory. Got two of the other trinket. Ended up looking up the loot drops per spec and noticed that changing to DPS loot priority had less which increased my odds.
Floodgate: 8 runs for Improvised Soaforium Pacemaker. I’d say I got pretty lucky with this one.
Yes, definitely need to look at drop tables per spec if item hunting. Great advice.
