The more I look at the elemental shaman talent tree the more I realize all Blizzard did is take most of Elemental’s previous talent choices and baseline spells, slapped in 6 of Shadowland’s Legendaries and an Azerite Power and then added a few really uninspiring talents. It’s no wonder all Ele shamans do is press lava burst, there’s absolutely no synergy between spells outside of casting X increases the damage of your next cast of Y.

I mean, that’s basically how they designed most of the talent trees.
This system was nothing but a PR saving throw to staunch the sub bleeding from Shadowlands by desperately appealing to nostalgia for a failure of a system that was rightfully abandoned because it completely sucked at accomplishing its stated goals.

Well I think they tried to create synergy on the Lightning Build, Electrified Shocks, Flash of Lightning, Echoes of Great Sundering, Lightning Rod. On Paper it looks great, in practice your a joke in all aspects of content picking this build performance wise.
They seriously need to go back and retune or rework a lot.
I agree, I can see the intent they had with ice fury being weaved in and using more lightning but the lack of focused tuning has turned us into vanilla frost mages

I’d love to think that blizzard thought about these talents and had some intent, but there are just certain things like the 3rd row of talents where you’re forced to spend 2 talent points on talents that have 0 effect on your damage just so you can move to the next section of the tree.
Eye of the Storm why do we have to spend two points into this to make Earth Shock and Earthquakes cost 50 Maelstrom and Elemental Blasts cost 75. With a maelstrom cap of 100 did they really think there was ever going to be a situation where we take 1 point and have ES/EQ cost 55? or even better yet have Ele Blast cost 83 maelstrom? They should either just make this a 1 point talent or the costs baseline because there isn’t a single build where you wouldn’t take this.
Early on, it was worth experimenting. For Earth Shock, you could just about make up the difference, where 5 maelstrom was all you needed to smooth your generation out. This was especially true with the end of Shadowlands, where gear and secondary stats were at their zenith. You could gamble on having enough overload procs to get over speed bumps as you worked towards the next Earth Shock. Obviously, this is much more difficult with Elemental Blast.
The problem is less with the value provided by Eye of the Storm, but how it is in a critical dependency for what you need afterwards. The functionality of Flash of Lightning is interesting, but no one is going to sacrifice Primordial Waves in an Elemental Blast build.
