Pretty much 80% sure the answer is yes. And i already playing my alt.
But still want to post this and see after it’s still true after several months.
We know we shouldn’t trust blizzard class tuning, but maybe after MSFT acquire it might get better? lol

Depends what you mean by ‘high end’. If you mean RWF/ HoF, then most likely.
If you’re doing literally anything else dev is fine, even as weak as the tuning currently is.

We can make it little bit broader, CE before big final boss nerf, and m+ title.

Yeah I mean I’m sure if you wanted to prove a point you could struggle through trying to do it on dev.
I feel like CE would be far more likely than m+ title. Even if Aug didn’t exist I feel like title would be difficult as dev but I’m sure it’s doable with the right friends.
