Because 930% is the same speed as dragonriding. This is like if they made Druid flight form max out at +210% while everyone else was at +310% and you saying, “Why is it only +310%? Why not +500%?” The point is people want Soar to be the same speed as Dragonriding, so they might at least occasionally have a reason to use it in the content that actually matters.
