It’s not been a thing since Cataclysm when they rushed to release at a predetermined date rather than finish the Alliance content.
I remember Ghostcrawler telling people in Wrath if they don’t like content droughts to leave. Then people started leaving so they shoved a single raid boss out.

There is no more ‘when it’s done’. Now it’s ‘release on time’. Deadlines have become inflexible and delays are unacceptable.
But to give the smallest consideration to the devs, they probably have to constantly focus on the next update and aren’t afforded much, if any time to continue work on things that’re already released. Which makes it sting even more that the issues they seem to prioritize aren’t always the ones causing players the most grief, but the ones that the community would label as ‘fun detected’.
