I feel like I am going crazy. I swear, and my frost mage is level 272 and ran thru many delves and dungeons, but I swear my blizzard was cast on target and it was an instant cast. I got on today and i see a green reticule and it has a cast time. I am a hybrid.. half keyboard and half mouse so when the green reticule popped up it messed me up i had to stop moving to place it and then I stood still as it cast. Is there a multi verse where Blizzard was easier and faster to cast?
Well, there is a Cast On Target version if Blizzard - just change the node in the Frost tree.
Insta-cast… i think one of those exists for when you have an orb out - but I dont think it’s currently being used with the “usual” specs 
I havent kept too much track this season myself.
