What they intend and what happens when you have a good group don’t mesh. This is the same design philosophy on FFXIV and why SE gutted healer dps rotations (rest in peace SCH you were a monster).
Healers will still spend most of their time doing damage. Once prog ends and your team know where to move, your co-healers know how to space their cds, and you’re comfortable with the fight you will have a lot of time to press damage buttons.
