Is the best raid to introduce a 40 man ICC? Because most people who follow the story know that Kel’Thuzad is just The Lich King’s right hand man, his second in command. Would only make sense to use Naxx as a stepping stone to reach The Lich King. Even make the entrance to ICC a portal behind KT’s chair.

Right after classic cata, mop and WoD so what six years away? Maybe five?

Wotlk isn’t Classic WoW, neither was TBC. The flying mounts mark the start of retail.
Now, a TimbermawHold40 is something I can get into for Era’s Phase 7.

TimbermawHold40 honestly sounds like it would be ten times better than any raid in any expac if it were an era-only raid.
actually this is a great idea duplicated in many ways, if you think about it.
use it as a template for any design of any future raid they use in classic+ or wherever.
just a ton of rooms (+ gauntlets /edit) with clearing adds, bosses, and achievements for some ultimate end goal, be it story wise or something else…

I think it would fit the spirit of classic. To complete Blackrock Mountain, liberating Azeroth from Nefarian, you have to fight through BRD to reach the Molten Core, take out Nefarian’s first lieutenant General Drakkisath, take down the fire elemental that protects Blackrock Mountain (Ragnaros), kill Onyxia to obtain her hide to protect you from her brothers power, then finally kill Nefarian himself.

They should start small and make a 20 man on par with zg level gear. Just to see if they can properly do it or not. maybe emerald dream or timbermaw hold or something
