Have some of the servers be fresh where you start at level 1 or start at level 58.
Have other servers where you can transfer over characters from current wow classic.

This is too logical. Delete everyone’s gold, force TBC, while maintaining a classic museum, with only fresh level 1 transfers
I’d prefer 1 of 2 methods.
Keep classic a museum with a few servers to start with and expand on them as population numbers change. Have separate servers for TBC so player’s 60s can roll right into TBC unhindered.
All 3 games have their own clients. Each client has its own server listing. The classic server list is just copied over to the TBC client to alleviate anyone trying to take advantage of the character copy system since everything will just be on the TBC servers already. Boom. Win win for classic and TBC players. Maybe toss in a couple fresh start TBC servers.
Continue playing my current Classic character on my existing server as it progresses to the Burning Crusade expansion, with the option to transfer to a Classic server that will never progress past level 60.
