Nah, Stagger is strong because your damage intake is much smoother. Higher damage intake with (near) zero spikes is a very, very big advantage for Tanking.
And only Monks have access to this. Ironfur on the other hand? Prot Paladins have armour via SotR, Blood via Bone Shield, VDH via Demon Spike and Warriors have Shield Block.
And despite all those disadvantages, if any Tank causes problems with balancing, it’s typically Brewmaster.
Those classes are their favourites because they’re the easiest to tune. If any other tank is OP, you tune them down and that’s the problem solved.

When I MT’d back in Dazar’Alor, I played a Brewmaster. Solo tanking Paku was fun. Taunt swap? What taunt swap? I’ll take all 40 stacks and you can’t hit me.
Brew is the worst DPS tank in raid and it’s not even close. Look at the max DPS per tank too, so even played at the most optimal level, it’s in the gutter. Tank DPS might not seem like an important issue, but when it comes to threat, this actually matters and it’s a problem in raid. I don’t think Brewmaster is the only issue in raid (bears seem pretty low too) but their damage is staggeringly low at the moment.
Let’s combine that with having the lowest health pool, mid to low self healing (celestial brew shields are still a joke even after that change in 11.1), bad utility that gets smoked by every other tank and even some racials, questionable hero talent “choices”, and a tier set that does nothing to address this.
It’s crazy that they could help address this with like 5 or so lines. Instead they spend entire working days tuning tank brann instead of the real tanks.
