Blizzard is scared to make PVP bonus sets and PVP stats.
Main reason is they know, more then half the community will stop doing anything related to PVE. So the only option they feel they can add is to make PVP around the same Ilvl as raid gear but both do equal dmg to eachother with one having a slight edge over the other depending where there at.
Most of the PVE scene is PVP players atm, there is under 2 mill subscriptions, if your not forced to PVE to PVP then why would anyone want to PVE besides learning the story and gettting some achevs?
If they didn’t think that then why do they force us to PVE every season yet they dont force players that PVE to PVP???
Imagine if PVP players weren’t buying carrys all of BFA, do you know how bored everyone would be, could of fully geared 50+ alts in full PVE gear with the way the system is set up, only way they can get people to even do it atm is to carry players that need a boost by paying them loads of gold, Blizzard is legit letting these PVE guilds make bank off players just to force them to play lmfao
