I think the new DK’s nowadays are volunteers who go to Bolvar and ask him to do necro-magic-whatever. He creates them, says thanks for volunteering, and they go off as level 10’s I think and start questing.
The “new” races get to go to Bolvar and just get it done and out of the way.
