Blizzard Devs: Can you add the Bar Visible option to Action Bar 1 please?

Dear Blizzard Devs,

Currently, all the other action bars besides Action Bar 1 have the Bar Visible option to set it to Always Visible, In Combat, Out of Combat, or Hidden. Can you please add this option to Action Bar 1? If not, can you please detail why this is not feasible?
