Cata reformed all the zones and leveling experiences. Nothing development-wise has changed about the pandaria zone that would naturally make the cloak unobtainable. It wasn’t phased out, it was deleted

That is the difference. Cata replaced content 1:1. Mop cloak was deleted with no replacement.

Replaced content =/= deleted content

Ugh, here we go, with the semantics game. Swapping out the words, to undermine the damage these changes actually caused.

I’m not asking for there to be sn entire mop classic and have a bunch of people running around. I just want to do the quest line on my retail character as legacy content. Your suggestion of a mop classic is both unsatisfactory and also not what I wanted in the first place.
