Blizzard apparently doesn’t like money. Think how many race changes people bought for just the first batch alone. I daresay it might be a better ROI than making raids.

Taking a guess that not enough players race changed back from Allied races to the orginal races. So Blizz shelved the other customizations for later since they are already super behind on Content as it is.
