All the old PvP gear is useless as everyone levels too fast to bother with it. Why can you not have a half a brain and increase the levels so we can use PvP gear again in higher level bracket BGs?

Not sure if your aware of being able to increase the I lvl at the item upgrade vendor, works great for PVP gear too, ijs. And old PvP gear works great for transmogs 
This does nothing to increase power in battlegrounds (OP’s concern). The PvP gear only scales to the item level specified in the tooltip.
Or does low-level PvP gear work differently?
