While we encourage you to report players that are behaving in a disrespectful manner, falsely reporting another player with the sole intent of restricting their gameplay is also unacceptable and will result in penalties to your account.

I wouldn’t falsely report people for leaving then as it has never been and still isn’t a reportable offense.

Blizzard handled all of their S1 bans on the back-end without reports from players being a factor because, as stated above, leaving is not a reportable offense.
