is there a reason as to why sometimes these abilities will be off CD for even up to around 5 seconds but still be unable to be used? I get many error texts that all say different things as to why, like “cant do while stunned” to “out of range”

Only Blink can be used while stunned; Shimmer cannot. The out of range message is strange…might you be using a macro that includes other abilities that would require a range?
I sometimes have this bug too.
Could be a problem with the talent which reduces the cd.
