The “Bleak Sands” quest in Hallowfall is stuck at 100% on my map and will not complete. I have tried leaving, relogging, killing mobs, resetting the torch by letting the time run out and refreshing etc etc and nothing works.

I am having this same issue.
Others are having this same issue, listed in comments section.
Dang, thought it would be fixed by reset time 
I had my fingers crossed, but sadly I’m still stuck at 100%
20 days in and still broken.
