I get the red warning that it requires a one handed weapon for it to be used. But I have a one handed weapon and all my other talents and abilites are working fine on my outlaw rouge. I have 2 Enlightened Dagger weapons equipped.

Outlaw rogue abilities require a sword, mace, axe, or fist weapon in the main hand. Daggers don’t count. The game doesn’t class them as “one-hand weapons” for the purposes of Outlaw rogue or Enhancement shaman special abilities.
It’s intentional, so not a bug. If you want the developers to change their minds about this design choice, you’ll need to post in the Rogue class forum because they don’t get suggestions forwarded to them from this forum.
