OK. I went to dalaran and into that little garden area on the left of the bank and no is there. It’s showing the quest person is underground below sea level, I even see a faint question mark at the bottom of the water when I went there and checked.

This is probably best suited to bug reports. I suspect that due to Moira being placed in legion dalaran for the prepatch event, it is likely causing issues. You may be able to progress the prepatch questline and turn it in with her in the store and hall of the guardian, but it is possible that the specific turn in NPC is simply broken and needs to be addressed by the development team.
Just to check, look in your inventory for an item called “Tirisfal Camp Scroll”
I did and its no longer there.

I have the same problem. It won’t let me abandon the quest. I can’t destroy the blade. I was able to destroy the scroll and when I did so it would abandon the related quest but scroll is now gone but still have the quest.

I’m having this same issue. I don’t even have access to the class hall yet. I deleted the scroll to try to abandon the quest so I could try another one to at least gain access to the class hall, but nope - destroying the scroll doesn’t even abandon the quest.
This is a pretty gnarly bug, and this is a great time to do class hall stuff, especially for shadow priest.

Same problem here. The quest indicator is pointing to the bottom of the ocean, though of course there’s no one there. I’ve completed both the Harbinger quest line and the new event quests just in case those were causing phasing issues, but no change.

Its also the only quest ive ever had issues with. I hope blizzard fixes it
