Because once upon a time 6 years ago blade flurry was uncapped and devs have been punishing us ever since.
To give you a real answer, well, there is no “real” legitimate answer. During DF S3 PTR our class dev would sit in Yoda’s stream and Yoda was asking why BF has to be capped and Realz literal answer was “Because it’s interesting”.
